Just days before the election and after everything was constantly on fire, the Trump administration sneaked into a little-noticed broadside against the civil service this week. In an executive order issued late Wednesday evening, the president converted hundreds of thousands of impartial bureaucrats hired on the basis of their expertise into political candidates who could be hired or fired at the discretion of the president.
After all, what plagues the CDC is too many employees who cannot be fired for refusing to support the latest quack COVID treatment. The MyPillow guy convinces the president to stay back, right?
Remember when Donald Trump insisted Hurricane Dorian drove into Alabama and even put a Sharpie on a weather map to "prove" himself? Under this new arrangement, the employees of the National Weather Service who dared to contradict it with actual meteorological projections could be fired for it.
The ordinance streamlines the move as needed to restore good governance and allow poor performers to be weeded out without all of this pesky civil service and trade union protections, and classifies large swaths of federal bureaucracy as "confidential, governing, political or political “- Assigning positions”, the previous language described the political candidates.
And it hires the Office of Human Resources to draw up a list of government employees who will be employed by January 19, 2021, i.e. H. The day before the inauguration, to be recategorized.
As Richard Loeb, senior policy advisor to the American Federation of Government Employees, the largest union representing federal employees, told the Washington Post, if Trump loses in November, Trump could hasten this "declaration of war on the civil service" by sending thousands of Individuals fires workers he long termed the "Deep State". The loss of competent experts would paralyze a detailed Biden administration.
Worse still, a lame Duck President Trump could use the order to “dig” his own political appointees by classing them as career bureaucrats, making it harder for a new Biden administration to get rid of them, like the government's former head of ethics, Walter Shaub explained to The Independent.
By creating the new category – known as "Schedule F" – and adding current officials to that category, a lame Duck President Trump could cripple his successor's administration by sacking all federal employees on the list. It could also allow Trump administration officials to circumvent bans on "digging" – the severely restricted practice of converting political officers (known as "Schedule C" employees) into professional officials – by hiring them in the new category of positions who would not end Trump's term in office. Another provision is urging the agencies to take steps to prohibit the removal of Schedule F officers from their jobs on the basis of “political affiliation”, which could potentially prevent a future administration from working because of their association with President Trump dismisses unqualified officers.
"It's a two-pronged attack – a Hail Mary pass to dig in if they lose the election," said Walter Shaub, who headed the government's first office of ethics for the last four years of the Obama administration six months of the Trump administration. "But if they win the election then everything will go for the destruction of the civil service … (This could) bring us back to the loot system and all the corruption that comes with it."
